The Imperial Ruling Council, or more commonly, the Imperial Inner Circle was the name given to the group of Imperial Advisors who constituted the most powerful collective body in the galaxy during the New Order. While Palpatine was Emperor, it was the Council that managed the Empire and carried out his will. The Council was also widely known as the Imperial Cabinet and Emperor's Inner Circle. Members of the Council were addressed as "Lords."

Tasked with the broad dissemination of the New Order party line to the galaxy at large. In practice, the functions of the IMPE are routinely in conflict with the offices of COMPNOR, in particular, the Art and Education agencies of the Coalition for Progress. |

Authority over the Imperial Ministry of Science and Technology. Tasked with oversight over the dozens of Imperial Commissions on virtually every topic of scientific endeavor (i.e. Commission of Energy, Commission of Armaments, Commission of Biotechnology, etc.). In practice, the office of the minister is routinely bypassed by various private projects by sector Moffs, the office of the Imperial Department of Military Research (under the Imperial Military), and special commission projects under direct oversight of the Emperor or his appointed executors. |

A hold-over from the days of the Galactic Senate, the Vice-Chair of the Imperial Senate is tasked with administrating the day-to-day functions of the Imperial Senate. Traditionally holding the authority to set the senate's agenda, call for vote and quorum, and upholding the by-laws of procedure that allow for the civil discussion of the senate, the office is now mostly the mouthpiece for dispensing the Imperial will and suppressing any dissident discussion that may arise. |
Director of Imperial Intelligence | Armand Isard |
Authority over the Ubiqtorate, the consolidated head of the re-organized intelligence bodies of the Galactic Republic. Tasked with organizing routine briefings to the Emperor directly on threats to the stability of the Empire, the actions of non-affiliated worlds, and the tone and tenor of the populace of the galaxy. Also the supreme liason for the conveyance of intelligence findings and recommendations to Imperial High Command and any other relevant ministries. |
Imperial Ministers of Sector Governance | ||

Representative of the dozens (and increasing) number of Imperial Ministers of Sector Governance. Authority over dispensing the Imperial will directly to the sector Moffs when local action is required, they are also the conduit through which concerns and requests reach the Emperor. In practice, the post of Imperial Minister of Sector Governance can be anything from an inconsequential reward for loyal service to a crucial oversight post for the most dedicated and effective allies of the Emperor. Depending on the personality and intention of the office holder, this post can be a critical link between the Emperor and his sector governors, or a completely bypassed non-entity in the political chain. |

Broad and undefined authority to execute the Emperor's will directly. Though not officially a post within the Imperial government, the position of Imperial Executor as embodied by the person of Darth Vader is, in practice, superseded only by the direct commands of the Emperor. |
Lord-Envoy of Special Affairs | Sly Moore |
Nominally the head of the now defunct Republic Office of Special Affairs, at one time tasked with liaising between the Galactic Senate and the Jedi Order, the post has been revived as a special agent of the Emperor as regards captured former Jedi and independent Force-users. In this capacity, the Lord-Envoy and her hand-picked agents are tasked with the extreme re-education of qualifying individuals into the accepted doctrine and service of the New Order. In practice, this brings them into unresolved conflict with the mandate of the recently formed Inquisitorus. |
Emperor's Hand | Sarcev Quest |
Holding no official title or position within the Imperial government, the term "Emperor's Hand" itself is merely a whispered convenience of referral to a secret individual who acts with the will of the Emperor in all things and can supersede the authority of even the Imperial Executor, though such a conflict has never been reconciled. |
Supreme Prophet of the Dark Side | Kadann |
Known to none in the Imperial cabinet save the Imperial Executor, the Director of Imperial Intelligence, and some few select trusted Moffs and ministers. The Supreme Prophet of the Dark Side is the head of an extremely obscure cult of Force-users based on the planet Dromund Kaas deep within the Cloak of the Sith. What authority and influence this being wields vis-a-vis the Emperor is known only between themselves and Palpatine. |
